The Sierra Leone Immigration Service (SLIS) has presented its 2026–2030 Strategic Plan of Action to the United Nations Development Programme (UNDP) during a meeting held at the UNDP Hall in Freetown.

The engagement focused on strengthening partnership, securing technical support, and mobilising funding for the implementation of the strategic plan.
In his presentation, Chief Immigration Officer Dr. Moses Tiffa Baio Esq. said the Service conducted a public perception survey which revealed low public trust in SLIS due to concerns over corruption and unprofessional conduct. He stated that restoring public confidence is a key priority of the reform agenda.
He outlined four key pillars of the strategic plan: service excellence and process re-engineering, integrity and ethics, digitalisation, and regimental transformation.
Dr. Baio also highlighted challenges in border management and called for legislative reform to strengthen SLIS’s mandate, stating that the Service should take the lead role in border governance and security.

He further emphasized the need for SLIS to evolve into a trusted, professional, and digitally driven institution, while seeking UNDP support to improve border security and mobility management.
UNDP representatives welcomed the presentation and expressed readiness to deepen collaboration in areas of mutual interest.
