Chief Justice Kamanda Launches First Mobile Court Manuals for GBV Cases

Sierra Leone’s Chief Justice, Honourable Justice Komba Kamanda, has launched the country’s first Training Manual and Mobile Courts Operational Manual for handling Gender-Based Violence (GBV) cases.

The launch took place at the Judiciary Library on Wednesday, October 28, 2026, with support from the United Nations Development Programme (UNDP).

The manuals are designed to guide judicial officers and justice sector institutions in handling cases during mobile court sessions, particularly in areas where geographical distance, poor road networks and transportation difficulties limit access to justice.

Speaking at the launch, Chief Justice Kamanda said mobile High Court sessions would bring judicial services closer to communities, particularly in Falaba, Moyamba and Kailahun districts.

He emphasised that the manuals would complement existing laws and court procedures while respecting judicial independence and the responsibilities of institutions involved in justice delivery.

The Chief Justice also called for stronger cooperation among judges, prosecutors, defence lawyers, police, correctional authorities and legal aid providers to improve case management, confidentiality and accountability.

Meanwhile, UNDP Deputy Resident Representative Kevin Petrini welcomed the initiative, stressing that survivors of gender-based violence must be treated with dignity, respect, confidentiality and sensitivity throughout the judicial process.

He said the manuals would help standardise procedures, clarify institutional responsibilities and improve coordination among justice sector stakeholders.

The initiative is expected to strengthen the administration of justice, expand access to judicial services and improve the handling of gender-based violence cases across Sierra Leone.
