ECOWAS Praises Judicial Council Chief

The President of the ECOWAS Commission, Omar Alieu Touray, has praised Sierra Leone’s Chief Justice, His Lordship Justice Komba Kamanda, for his “remarkable leadership” and his contribution to strengthening the ECOWAS judicial system.

His remarks were delivered by the Commissioner for Internal Services, Dr. Habibu Yaya Bappah, during the ECOWAS Judicial Council statutory meeting held at the Atlantic Hotel on Lumley Beach Road in Freetown.

Touray said Chief Justice Kamanda’s guidance as Chairman of the ECOWAS Judicial Council has played a key role in transforming the ECOWAS Community Court of Justice into a more credible and respected institution in the region. He noted that the Court’s growing influence has improved access to justice for individuals and businesses across West Africa.

He also highlighted the Court’s increasing role in promoting human rights, accountability, and the rule of law, describing it as a “beacon of hope” for citizens seeking justice beyond their national courts.

According to the ECOWAS Commission, confidence in the Court continues to grow among governments, institutions, and citizens, which it attributes to the professionalism of judges and strong leadership within the Judicial Council.

However, the Commission acknowledged challenges facing the Court, including limited funding, rising case numbers, and difficulties in enforcing rulings across member states. It also stressed the need for greater public awareness of the Court’s work.

A major outcome of the meeting was the completion of recruitment for new judges who will serve from 2026 to 2030. Discussions also included proposals to establish an Appeals Chamber to improve the Court’s efficiency.

The ECOWAS Commission reaffirmed its commitment to supporting a strong and independent judiciary as a foundation for regional integration and peace in West Africa.

Touray also thanked Sierra Leone’s President, Julius Maada Bio, and the people of Sierra Leone for their hospitality, while commending Chief Justice Kamanda for facilitating a productive meeting.
