The Sierra Leone Ports and Harbours Authority (SLPHA) has convened a Supervisory Committee meeting to formally review progress on the rehabilitation of berths 3, 4, 5, and 6 at the Queen Elizabeth II Quay, a project of major national economic and infrastructural importance.

The meeting, held at the office of the Director General, brought together senior management of the Authority, including Director General Yankuba Askia Bio, Company Secretary Martin Maada George, Esq., and Director of Finance Andrew Tamba Kpulun, together with representatives of the contractor, Class Diving.
The session was principally concerned with monitoring adherence to contractual terms, technical specifications, and implementation timelines under the governing rehabilitation agreement.

The Committee further examined issues relating to due execution, quality assurance, safety compliance, and accountability mechanisms, all of which are fundamental to the lawful and efficient delivery of public infrastructure works of this nature.
Class Diving presented a status report detailing completed works, current progress, and forthcoming phases of execution, while reaffirming its contractual obligation to deliver the project in accordance with agreed standards and specifications.
The 36-month rehabilitation project, financed by Freetown Terminal Limited (FTL) under its concession arrangement with SLPHA, forms part of broader statutory and policy-driven efforts to modernise port infrastructure, develop regulatory efficiency, and improve Sierra Leone’s capacity for maritime trade and economic development.
