Dr. Eldred Taylor, Chairman of the Office of Presidential Infrastructure Initiative (OPII), presided over a meeting of the Project Management Technical Committee (PMTC) for the Lungi Hotel, Congress Centre, and Presidential Villas Construction Project on Wednesday, 25th March 2026, at the Chief Minister’s Conference Room, State House, Freetown.

Dr. Taylor praised President Dr. Julius Maada Bio for the transformative project, which aims to promote regional integration and position Sierra Leone as a competitive destination for tourism and international engagements.
He emphasized the priority of completing the congress centre and presidential villas in time for the ECOWAS Summit of Heads of State in June 2026.
He urged all stakeholders to work together to deliver the project as a lasting legacy of Sierra Leone’s infrastructure development and the President’s leadership at ECOWAS.
Dr. Taylor also thanked the EPC Contractor, FB Group, for their commitment, noting that work is ongoing with extended hours to meet deadlines.
Representatives from the Ministry of Finance, the National Revenue Authority, and the Project Management team reaffirmed government support, highlighted financing arrangements that do not burden the national budget, and pledged transparency and expedited approvals for imported materials.
Project Manager Ing. Tejan Abdul Tejan reported that construction is actively ongoing across multiple components.

The Committee also formally adopted its Terms of Reference to ensure coordinated and timely delivery of the project.
The project is being implemented under an innovative Public-Private Partnership (PPP) model and aims to provide world-class infrastructure for international events in Sierra Leone.
