MoPAPA Concludes First Phase of Public Service Curriculum Validation

The Ministry of Public Administration and Political Affairs (MoPAPA) successfully concluded the first phase of the Validation process of the development of a Public Service Curriculum on Friday, 6th March 2026, at the Civil Service Training College (CSTC).

The Minister of MoPAPA, Hon. Amara Kallon, adheres to one of the Big Five Game Changers of His Excellency, which is the Revamping of the Public Service Architecture by transitioning the Civil Service Training College to a Public Service Academy (PSA). According to the Minister, His Excellency has given him the mandate to execute the transition process.

The initial stage of the transition process commenced with the consultation process, which was conducted from the 17th—19th March at the CSTC. Diverse stakeholders were engaged in order to enhance a comprehensive Public Service Curriculum, which will be implemented at the Public Service Academy, now CSTC.

In his closing courtesy to the participants and the consultant, he said he is just waiting for the document to be validated and taken to Parliament for approval, and to develop a business plan and other financial arrangements, together with the proposed structure of the transformed Public Service Academy.

“I’ve discussed with the President for the transitioning of the Civil Service Training College to a Public Service Academy. We want the document in place, take it to Parliament for them to approve. We’re working behind the scenes to develop a business plan and financial analysis and also the proposed structure,” Minister Kallon stated.

The Minister further went on to state that once the entire validation process is complete, it will be taken to Parliament for approval, and hopefully by June 2026, the transition will commence.

The Minister said that in order to have an effective and efficient service delivery in the Public Service, there is a need to have capacity building for public servants that will augment the skills of the human resources in the civil service. That is why H.E deemed it necessary to revamp the Public Service Architecture in the country.

Prof. Ezekiel Duramany Lakkoh, who is the consultant, stated that most universities are moving to skills-based education and the world is migrating to Micro Credentials studies. He further stated that ministers need to do induction at the Public Service Academy, which will enable them to have insights into the Public Service administrative functions.

Participants appreciated the draft curriculum and await the final validation process. According to the Minister, if everything goes on successfully, the transitioning process will be completed in June 2026.
