In a grand ceremony marking Armed Forces Day, His Excellency President Julius Maada Bio awarded Major General Paul Rogers of the United States Army with the prestigious Grand Commander of the Order of Rokel at the Julius Maada Bio Parade Ground on February 18, 2026.

The award recognizes Major General Rogers’ outstanding contributions to Sierra Leone’s peace and security, particularly his support during the country’s civil war and continued efforts in strengthening regional cooperation. The honor also underscores the United States’ enduring partnership in Sierra Leone’s post-war reconstruction and development.
Major General Rogers, currently serving as the 34th Adjutant General of Michigan and Director of the Michigan Department of Military and Veterans Affairs, has been instrumental in advancing defense collaboration between the United States and Sierra Leone. In 2024, he was pivotal in establishing the State Partnership Program (SPP) between the Michigan National Guard and the Republic of Sierra Leone Armed Forces, enhancing joint training, logistics, and operational capacity.
Throughout his distinguished military career, Major General Rogers has achieved remarkable milestones:
Leadership During COVID-19: Directed the Michigan National Guard’s pandemic response, overseeing statewide activations, testing, and vaccination drives.
State Partnership Program: Championed the Michigan–Sierra Leone defense collaboration, fostering mutual growth in logistics, readiness, and interoperability.
Awards and Decorations: Recipient of several high honors, including the Legion of Merit, Bronze Star, and Meritorious Service Medal (four times).

The Grand Commander of the Order of Rokel remains one of Sierra Leone’s highest national honors, awarded to individuals who demonstrate exceptional service and dedication to the nation.
