Sáo Vincente, Mindelo, Cabo Verde, Thursday, February 26th, 2026 – His Excellency, President José Maria Pereira Neves of the Republic of Cabo Verde, on Thursday, 26th February 2026, received Letters of Credence from Sierra Leone’s Ambassador Extraordinary and Plenipotentiary, Mr. Ibrahim Turay.

The Sierra Leone Ambassador is accredited to the Republic of Cabo Verde and the Islamic Republic of Mauritania. On Tuesday, 24th February, 2026, he presented copies of his letters of credence to the Minister of Foreign Affairs, Cooperation, and Regional Integration, José Filomeno de Carvalho Dias Monteiro.
During the presentation of his copy to the foreign minister, Ambassador Turay conveyed warm greetings and best wishes from the President of Sierra Leone, His Excellency, President Dr. Julius Maada Bio, to the people of Cabo Verde. He appreciated the honor and warm hospitality extended to him and his delegation. He reaffirmed Sierra Leone’s commitment to strengthening bilateral relations with Cabo Verde. The Foreign Minister expressed his country’s desire to establish strong bilateral ties with Sierra Leone.

Ambassador Turay has a wealth of experience working in the region, spanning over 8 years as a Fisheries Expert and Monitoring and Evaluation Specialist in the Regional Coordination Unit of the World Bank-funded West Africa Regional Fisheries Program based at the Permanent Secretariat of the Sub-Regional Fisheries Commission in Dakar.
He was providing technical support to ten coastal countries in West Africa, inclusive of Cabo Verde. With this expertise, he would pursue economic and trade diplomacy in the maritime sector, as well as tourism, that will be beneficial to both countries.
