New High Court, Magistrates’ Courts Planned for Waterloo

Sierra Leone’s Chief Justice, His Lordship Honourable Justice Komba Kamanda, has received the final architectural drawings for the construction of a High Court and three Magistrates’ Courts in Waterloo, Western Rural District.

The drawings were formally presented at the Chief Justice’s Chambers in Freetown on 9 January 2026. Receiving them, Chief Justice Kamanda described the development as part of his commitment to expanding access to justice and strengthening the Judiciary’s decentralisation efforts.

He said the completion of the proposed courts in Waterloo will help ease pressure on the main Law Courts in Freetown and ensure that justice delivery is brought closer to citizens, especially those outside the capital.

Presenting the drawings, the Chief Director of the Ministry of Works and Public Assets, Engineer Paul Bockarie, said the visit was to officially hand over the designs ahead of construction. He informed the Chief Justice that the sod-turning ceremony for the project is scheduled for Wednesday, 21 January 2026, in Waterloo.

Engineer Bockarie disclosed that Afkam Construction Sierra Leone Limited has been contracted by the Government to execute the project. He added that while the procurement process for the York Magistrate’s Court has been completed, construction works are already ongoing on courts in Kambia, Kabala, Port Loko, and Mongo.

Providing further details, the contractor, Mr Abdul F. Kanu, said the proposed High Court and Magistrates’ Courts will include specialised courtrooms for juvenile and sexual offences cases, an exhibit room, a security post, a borehole to ensure regular water supply, and adequate parking space. He noted that site clearance has already begun to allow for immediate commencement of foundation works.

The project is expected to be completed within twelve months.
