EMIS Platform Faces Challenges, Limiting Public Access to Education Data

The Ministry of Basic and Senior Secondary Education (MBSSE) is facing challenges with its Education Management Information System (EMIS), which affects public access to critical education data.

An audit revealed that the EMIS platform was not functional during the review, preventing real-time monitoring of school performance, enrolment, and teacher deployment. The Ministry also lacks a formal Service Level Agreement (SLA) with the system provider, limiting accountability and support. While the Ministry claims it continues to use EMIS data for planning, school fees, exam candidature, and other services, the public cannot access the information due to the Ministry’s website being down.

The auditors noted that although EMIS data is being used internally, there is no clear plan to integrate fragmented data systems, and documentation for system agreements remains outstanding. The issues highlight ongoing gaps in transparency and accessibility, affecting stakeholders who rely on timely and accurate education information.

The Ministry says the EMIS remains functional internally and that data is being used for service delivery, but efforts are needed to restore public access and integrate the system fully.
