CSOs & Media Engage AG on Tripartite Legislative Proposal

Civil Society Organisations (CSOs) and members of the media have held a consultative meeting with the Attorney-General and Minister of Justice, Alpha Sesay Esq., to review the draft Tripartite Legislative Proposal aimed at strengthening participation and inclusivity in Sierra Leone’s governance process.

The meeting, held on Friday, 31st October 2025, at Country Lodge, marked the third and final consultation in the current series. The session was organised by the Office of the Attorney-General, with support from the European Union in Sierra Leone through International IDEA.

Speaking at the event, Attorney-General Sesay described civil society and the media as essential partners in democratic governance.

“This is my constituency — civil society and the media. We build synergy because both are partners in development,” he said. “This consultation is about collaboration and participation, ensuring the legislative proposal is people-focused and people-owned.”

The Attorney-General commended CSOs and the media for holding government accountable throughout the legislative drafting process. He said their feedback was vital to producing a transparent and representative proposal that reflects the will of the people before it reaches Parliament.

Dr. Emmanuel Gaima, Senior Adviser to the President, stressed that consulting diverse stakeholders fulfills the principles of inclusivity and participation.

“Laws created by the people stand the test of time better than those created by politicians,” he noted.

Tripartite Coordinator Ngolo Katta said the engagement reflected the true spirit of the tripartite process, ensuring citizens remain part of the implementation of key recommendations. He also highlighted that provisions for diaspora voting were among the most significant legislative steps under consideration, aimed at promoting the political inclusion of Sierra Leoneans abroad.

The Attorney-General’s team, supported by an international consultant, will now incorporate feedback from the consultations into the draft legislation. Additional submissions from institutions and individuals are still being welcomed.

Future consultations will be held with Election Management Bodies and other stakeholders on issues arising from the Tripartite Committee recommendations and the ongoing constitutional review.

Officials said the process may take time but will ultimately produce a legislative framework that is comprehensive, inclusive, and reflective of the people’s aspirations.
